Exhibit A Purpose Statement On behalf of Harris Corporation ("Harris"), the Commission is hereby advised that fixed earth stations E090062 will not be constructed and that this authorization is being surrendered. The initial license application, File No. SES-LIC-20090403-00409 was extended pursuant to modification application SES-MOD-20100504-00550 filed by Harris in order to procure a contract to provide communications to US Navy and NOAA vessels under the US Navy Commercial Broadband Satellite Program. As governmental award of this contract was contested, Harris filed the above-referenced modification extension while awaiting GAO action to resolve the contested claim and to fulfill its obligations if awarded the contract. Harris hereby advises the Commission it will not construct and is surrendering construction Authorization for E090062. #10297937
