Dear Ms. Dortch:

       FTMSC US, LLC ("FTMSC"), by its undersigned counsel, hereby amends its above—
referenced pending Application for Section 214 Authority as follows.

       Page 7, paragraph (m): FTMSC hereby agrees to be classified as dominant, pursuant to
Section 63.10(a)(2) of the Commission‘s Rules, 47 C.F.R. § 63.10(a)(2), on the international
routes between the United States and France, Jordan, Poland, Mauritius, Central African
Republic, Chad, Cote d‘Ivoire, Dijibouti, French Guiana, French Polynesia, Guadeloupe,
Madagascar, Martinique, Mayotte, Reunion Island, New Caledonia, Saint Pierre and Miquelon,
Senegal, and Wallis and Futuna, without prejudice to its right to petition for reclassification at a
later date.

       Page 6, paragraph (h): Due to a merger between two of FTMSC‘s parent companies,
Cogécom S.A. ("Cogecom"), and France Télécom S.A. ("France Telecom"), effective December
5, 2005, attached please find a revised page 6 of FTMSC‘s Section 214 Application which
removes Cogecom from FTMSC‘s list of shareholders. (Prior to the merger, Cogecom was
100% owned by France Telecom.)

       Please file—stamp and return the extra copy of this filing in the pre—addressed, stamped
envelope provided for this purpose. Kindly refer any questions or comments to the undersigned.
