SURRENDER EXPLANATION The applicant is surrendering this Section 214 certificate since it has ceased offering service to the public and has no plans to resume service. The applicant‘s most recent operations, which ended on April 1, 2008, were limited to VoIP—based international calls originated from walk—in booths at its own locations and those of authorized agents.‘ Because the applicant had no on—going, identifiable customers, there were no customers to notify regarding the cessation of service and no customers to transfer. ;’ ) 1 108 Ernesto E.
