Dear Mr. Gabriel,

         This letter responds to the application AST Telecom, LLC submitted on March 15, 2019 through
the Federal Communications Commission’s International Bureau Filing System (IBFS). In your
application, you requested one International Signalling Point Code (ISPC) assignment for international
signalling points intended to be implemented in Pago Pago, AS on U.S.-based Signalling System No. 7
networks. Your application indicated that the network has already been implemented.

         Per the guidelines of ITU-T Recommendation Q.70$, the ISPC is: (1) to be used for international
signalling points for Signalling System No. 7 networks; (2) intended to be processed within the Message
Transfer Part of each signalling point or signalling transfer point, so that there is no direct relationship to
the telephone, data, or Integrated Services Digital Network (ISDN) numbering; and (3) assigned only to
existing signalling points in the United States which belong to international signaling networks, or those
planned to begin service not more than 12 months in the future.2 All requests for ISPC assignments are
limited to those that strictly fit the guidelines.

        Based on our review of your application, your request appears to be in accordance with the ITU-T
guidelines and will be effective as of today. Accordingly, we are provisionally assigning the following
ISPC for utilization at the U.S. signalling points indicated in your application:

        The ITU-T Secretariat will be notified that AST Telecom, LLC Limited has been provisionally
assigned code 5-088-4.

        ISPC assignments that have been held in excess of 12 months and that have not been
implemented must be returned to this Administrator (FCC, International Bureau,
Telecommunications and Analysis Division) for reassignment pursuant to the guidelines. Thus, you
must implement the assignment and notify this office of the implementation at the address below on or
before June 7, 2020. Unless this office is specifically notified of the actual implementation of

assignments by the due date, we will assume that implementation did not occur and the assignment will
be deemed to have expired, making the code above available for reassignment.3

         Please note that ISPCs are not transferable between signalling point operators.4 These ISPCs
cannot be sold, licensed, or traded by the signalling point operators. ISPCs cannot be transferred except
in the case of a merger, acquisition, divestiture, or joint venture. AST Telecom, LLC must notify this
office of any such transfer by the signalling point operator.

 Though the Commission provisionally assigned code 5-088-1 to AST Telecom, LLC in September 2015 (see File
No. SPC-NEW-20150825-00015), AST actually implemented code 5-088-4 in 2015 according to application File
No. SPC-NEW-20190315-00002. We still require formal notification of implementation by June 7, 2020. By
separate letter, we will cancel AST Telecom, LLC’s assignment of ISPC 5-088-1.
