          Request for International Signaling Point Codes (ISPC)


To whom it may concern:

Syniverse Technologies, Inc. (Syniverse) respectfully requests additional international signaling
point codes for use on our signaling network. The need for the new ISPC by Syniverse is driven
by the following:

      ·   Migrating customers to new technology platform.
      ·   Migration assumes rehoming several customers to a new capability point code.
      ·   Function of new point code: capability point code (CPC) for TCAP services.
      ·   Location of equipment: Sacramento, CA with redundant facilities located in Tampa, FL
          (CPC is built in both instances).
      ·   Type of SS7 equipment: SCP (application server).
      ·   Signaling Value-Added Service (Mobile Roaming).
      ·   Syniverse is unable to flash cut traffic, so we will need new ITU point codes for these
          new servers.
      ·   Customers will be running in parallel for a short time. Once the old systems are
          decommissioned, we could relinquish the old point codes back to the FCC/ITU.
      ·   Networks other than Syniverse will use the international SS7 domain to signal to the
          new CPC, necessitating its unique network appearance. to obtain proper signaling
          network management (SNM) function for the new point code in the international
          domain.
