Dear Ms. Hsu,

Within the assignment guidelines, and consistent with ITU_T Recommendation Q.708,
TeleCommunication Systems, Inc. (TCS) requests the assignment of one (1) International
Signaling Point Code.

The International Signaling Point Code (ISPC) will be used by TCS to deploy a new Signaling Transfer
Point (STP) within our signaling network to serve international customers. As required, there is no direct
relationship of these codes to telephone, data or ISDN numbering and they will be used for international
signaling points within the TCS Signaling System 7 (SS7) ITU Network.

The above requested ISPC will be deployed at our facility in Seattle, WA and will be dedicated to STP
one of two (1 of 2) in a pre—production environment. We respectfully request that this new point code to be
assigned by January 16, 2010. If you require any additional information regarding this request, please do
