CERTIFIED MAIL RETURN RECEIPT REQUESTED

RE: International Signalling Point Code Cancellation, File No. SPC-NEW-20060106-00001

Dear Ms. Melton:

I am writing to notify you that the following International Signalling Point Code (ISPC) provisionally
assigned to StarVox Communications, Inc. (StarVox) will be cancelled because we believe that StarVox
is no longer using the ISPC:

                                             3-196-6 Dallas, TX

ISPCs are a scarce resource, and we can reclaim them if they are not in use. We have previously
determined that StarVox is no longer in business, and we are unable to verify that it is still providing
service.’ Based on the termination proceeding, we believe that StarVox is no longer using the ISPC.

Please respond to this letter within 15 days of the date of this letter, by May 23, 2019, to notify us
whether StarVox is still using the ISPC provisionally assigned to it. If we do not receive a response by
that date, we will cancel the ISPC.

StarVox should file its response in File No. SPC-NEW-20060106-00001 in IBFS at
http//licensing.fcc.gov/myibfs/pleading.do. StarVox should also send its response to Arthur Lechtman,
Telecommunications and Analysis Division, International Bureau at Arthur.Lechtman@fcc.gov; Stacey
Ashton, Telecommunications and Analysis Division, International Bureau at Stacey Ashton@fcc.gov;
and me at Francis.Gutierrez@fcc.gov.

If you have any questions, you may call me at (202) 418-7370.

                                                            Sincerely,

                                                            Francis Gutierrez
                                                            Deputy Chief
