When you get back, could you make the consummation date in IBFS be January 1, 2017 for SES-T/C-
20170519-00572? This is related to other Telesat transfers we had to manually enter the consummation
date for, because it occurred before they filed the applications.

Clay,

The application for pro forma transfer control of the Infosat earth station has been granted. The filing
for the Section 214 authorizations was only a notification, because the transfer of control was pro
forma, but IBFS is showing that filing as having been “granted,” too.

On the first go round, you had to handle the consummation from your side because IBFS will not accept
a consummation notice for a date that precedes the filing of the application. Can you do the same thing
for the more recent filings? I am not certain whether consummation is necessary for the Section 214
notifications. The file numbers are ITC-T/C-20170519-00099 and SES-T/C-20170519-00572.

We just realized there is another loose end to take care of. A company called Infosat operates
separately from Telesat but is owned by Telesat. Infosat holds an earth station license, two
international Section 214 authorizations, and non-common carrier wireless licenses. So the Infosat
licenses and authorizations need to be part of the clean-up, too.


We are preparing pro forma transfer of control applications for Infosat’s earth station license and
Section 214 authorizations. I will copy you when they have been filed. We will deal with the Wireless
Bureau on the other licenses.

One final detail.

The pro forma transfer of control application has been granted, and we need to file a consummation
notice. As stated in the application, the ownership change occurred on January 1, 2017. But IBFS will
not accept a consummation notice for a date that precedes the filing of the application.
