FCC Form 312 Exhibit F Page 1 of 1 Notification of Pro Forma Transfer of Control (Response to Question A21) Windstream Corporation (“Windstream”) hereby notifies the Commission that on February 28, 2015, it effectuated the transfer of control of Windstream D&E Systems, Inc., the registrant (“Registrant”) of the two receive-only earth station registrations listed in the preceding FCC Form 312. Specifically, Windstream, one of the Registrant’s corporate parents, changed its form of organization from a corporation to a limited liability company, and changed its name to Windstream Services, LLC. Because the ultimate ownership and control of the Registrant did not change as a result of this transaction, the transfer of control was entirely pro forma in nature. Inasmuch as the change in organizational form was undertaken in the ordinary course in order to improve the operational efficiencies of the company, acceptance of this notification will serve the public interest, convenience and necessity, and is therefore warranted.
