Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”), herein requests Special Temporary Authority (“STA”) 1 for 60 days
commencing August 7, 2019, to use its Hagerstown, Maryland Ku-band earth station (Call Sign
E110120) to provide communications operations in the 13750-14000 MHz frequency band with
Telstar 14R (Call Sign S2821), which is also known as Estrela do Sul 2.2 Intelsat has filed a
modification application to support these communications operations.3

In support of this request, Intelsat herewith incorporates by reference the technical information
included in its modification application,4 which contains technical information that demonstrates that
the operation of the earth station will be compatible with its electromagnetic environment and will not
cause harmful interference into any lawfully operating terrestrial facility. In the extremely unlikely
event that harmful interference should occur due to transmissions to or from its earth station, Intelsat
will take all reasonable steps to eliminate the interference.
