Washington, D.C. 20554 Re: Request for Special Temporary Authority Hagerstown, Maryland Earth Station KA275 Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”) 1 for 30 days, commencing July 24, 2019, to use its Hagerstown, Maryland C-band earth station (Call Sign KA275) to provide launch and early orbit phase (“LEOP”) services for Intelsat 39 (Call Sign S3023).2 Intelsat 39 is expected to be launched on July 24, 2019. The LEOP is expected to last approximately 30 days. The proposed operations will be performed using the following frequencies: 6174.7 MHz and 6177.3 MHz in the uplink; and 3948.5 MHz, 3949.0 MHz, 3951.0 MHz,3 3953.0 MHz, and 3953.5 MHz in the downlink. The proposed operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.4 All operators of potentially affected satellites will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Dortch July 2, 2019 Page 2 In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station,5 Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA request will allow Intelsat to help launch the Intelsat 39 satellite. This, in turn, will help provide additional capacity to customers at the 62.0º E.L. orbital location and thereby promotes the public interest.
