       Re: Request for Special Temporary Authority to Operate New Transportable Antennas

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”)1 for
60 days, beginning June 30, 2019, to allow Intelsat to utilize 40 transportable Ku-band antennas
(collectively, the “Antennas”), within the contiguous-lower 48 states to communicate with Intelsat
satellites. This STA will allow Intelsat to provide customer service pending grant of a permanent
license.2 Specifically, Intelsat is seeking authority to use ten antennas of each of the following types:

                       1.   GATR Flex 75 (.75 meter);
                       2.   GATR 1.2 (1.2 meter);
                       3.   L3 Panther 60 (.6 meter); and
                       4.   L3 Panther 96 (.96 meter).

The proposed communication services will be performed in the following frequency bands: 14.0-14.5
GHz (Earth-to-space), and 11.7-12.2 GHz (space-to-Earth). The proposed operations will be
consistent with Intelsat’s coordination agreements. The 24x7 contact information for the proposed

In support of this request, Intelsat incorporates by reference the technical specifications for the
Antennas included in its permanent license application.3

Grant of this STA request services the public interest by enabling Intelsat to provide new customer
services while the related permanent application is pending.
