             Request for Extension of Special Temporary Authority to
             Operate Santa Paula Teleport 12.8 Meter Hub Antenna to
         Communicate With Inmarsat 3F2 Satellite Using L-band Frequencies to
            Support Inmarsat Testing During Westward Drift of Satellite

         COMSAT, Inc. (“COMSAT”) respectfully requests an extension of Special
Temporary Authority (“STA”) effective June 1, 2019 to allow COMSAT to continue to
operate its Santa Paula, California Teleport 12.8 Meter Hub Antenna (SAPA 12.8M) to
communicate with the Inmarsat 3F2 Satellite (I3F2) using L-band Frequencies to support
Inmarsat testing during westward drift of I3F2. Inmarsat advises that it now intends to
deorbit this satellite and so the L-band will also be used for a backup link with the
satellite during the deorbiting process. Inmarsat has requested COMSAT to provide a C-
band link to the satellite for TT&C purposes during the deorbit process. A separate
Application will be filed for STA for these communications.

        Grant of the STA is in the public interest because Inmarsat services supported by
I3 satellites include maritime services used for Safety at Sea as well as services used by
various U.S. agencies. It is therefore respectfully requested that STA as described above
be granted for a period of 30 days, effective June 1, 2019.
