                 1.2 m Ku-band Antenna, Napa, California; Call Sign E190100

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days of Special
Temporary Authority (“STA”) 1 previously granted Intelsat to continue utilizing a 1.2 m
Ku-band antenna (Call Sign E190100) located at its Napa, California teleport to
communicate with Horizons 3e (Call Sign S2947) to act as a network integrity monitor for
a mobility network.2 Intelsat has filed an application to permanently license this antenna.3

Intelsat will continue to perform operations in the following frequency bands: 12.2-12.7
GHz and 14.00-14.50 GHz. In further support of this request, Intelsat incorporates by
reference Exhibit A, a radiation hazard analysis report, submitted with its original STA
request.

Grant of this STA extension request will allow Intelsat to continue verifying and
maintaining performance of the Horizons 3e mobility network. This, in turn, will help
ensure enhanced customer satisfaction and thereby promotes the public interest.
