                Mountainside, Maryland Earth Station E140121

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests 60 days of Special Temporary Authority (“STA”),1
commencing May 1, 2019, to use its Mountainside, Maryland Ku-band earth station—call sign
E140121—to provide telemetry, tracking, and command (“TT&C”) services for Galaxy 11 (Call Sign
S2253) during its drift from 44.9° E.L. to 93.1° W.L.2 Galaxy 11 began drifting on March 4, 2019,
and the drift is expected to take approximately six months. Intelsat will be filing a modification to add
Galaxy 11 as a point of communication.

The Galaxy 11 TT&C operations will be performed in the following frequencies: 14000.5 MHz and
14498.5 MHz in the uplink; and 11701.0 MHz and 11702.0 MHz in the downlink. The drift
operations will be coordinated with all operators of satellites that use the same frequency bands and
are in the drift path.3 All operators of satellites in that path will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs. In the
extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will allow Intelsat to complete its drift of Galaxy 11 to its new location.
This, in turn, will allow Intelsat to provide service continuity at the nominal 93.1° W.L. orbital
location and thereby promotes the public interest.
