                          Request for Special Temporary Authority

         Pursuant to Section 25.120 of the Commission’s rules, Ligado Networks Subsidiary LLC
(“Ligado”) requests special temporary authority (“STA”) to operate its 11.3-meter earth station
(Antenna ID 11.3M-2) located in Napa, California (Call Sign E080030) with the MSAT-2
satellite located at 106.5º W.L. using the 11.701 GHz, 11.7005 GHz and 14.0005 GHz
frequencies, during the pendency of its application to modify the earth station authorization to
add these frequencies. See Submission ID IB2019000968. The modification application also
includes a request to add the 14.4995 GHz frequency, but Ligado does not seek to use that
frequency for purposes of this STA.

       Ligado seeks STA to commence on or about April 29, 2019.

        As explained in the modification, Ligado plans to use the Napa earth station as an
additional redundant TT&C station in the United States for MSAT-2 at the 106.5º W.L. orbital
location. Ligado requests this STA in order to commence testing of the TT&C communications
from the Napa earth station, and to establish the earth station as an additional redundant TT&C
station for MSAT-2, in order to be able to utilize the earth station for emergency operations, if
needed, pending the grant of full authority.

        Grant of this STA is in the public interest because it will help to speed the testing and
commencement of the process for establishing the earth station as an additional redundant TT&C
station, which will expedite the availability of greater redundancy and reliability for control and
command of the MSAT-2 satellite from another U.S. location.

       The relevant technical information for the proposed STA operations at 11.701 GHz,
11.7005 GHz and 14.0005 GHz is provided in the modification application and is incorporated
here by reference. As noted in that application, the use of these frequencies for TT&C
operations has been coordinated with adjacent satellites.
