                               Section 3: SPECTRUM PLANNING SUBCOMMITTEE (SPS) RECOMMENDATIONS

The SPS reviewed this system under the provisions of Chapter 10 of the NTIA Manual, noting that this system will operate for
less than a 12 month duration, and recommends that:
    1.    NTIA certify Stage 4 spectrum support for the FalconSAT—6, as specified in Section 1.
    2.    Air Force be aware that for use of the frequency 2109.75 MHz, coordination is required for the FalconSAT—6 earth
          station transmitters with non—Federal terrestrial receiving stations at fixed sites, in accordance with Footnote US346 to
          the National Table of Frequency Allocations.
    3.    NTIA waive compliance with the power flux—density (PFD) limits specified in Section 8.2.36 of the NTIA Manual for the
          space—Earth transmissions of this system on 2288 MHz, given that this system exceeds the recommended limits by as
          much as 6 dB but conforms to relaxed limits as stipulated in IRAC Doc. 31014/1 (SPS—12038/1). Air Force should be
          aware that the alternate PFD criteria do not necessarily ensure complete compatibility with terrestrial receiving
          equipment.
   4.     Air Force protect personnel from radiation levels that exceed generally accepted exposure criteria.
