                Ellenwood, Georgia Earth Station E000048

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days of Special Temporary
Authority (“STA”)1 previously granted Intelsat to use its Ellenwood, Georgia Ku-band earth station
(Call Sign E000048) to provide communications services2 to Intelsat 903 (Call Sign S2407) at 31.5°
W.L. Intelsat has a pending application to permanently modify the earth station license.3

The Intelsat 903 operations will continue to be performed using the following bands: 14000-14500
MHz in the uplink; and 10950-11200 MHz and 11450-11700 MHz in the downlink. The operations at
31.5° W.L. will continue to be consistent with Intelsat’s coordination agreements for the nominal
31.5° W.L. location. All operators of potentially affected satellites will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from
its earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA further extension request will allow Intelsat to continue providing communication
services to customers from the 31.5° W.L. location and thereby promotes the public interest.
