                           REQUEST OF SES AMERICOM, INC.

               SES Americom, Inc. (“SES”) respectfully requests special temporary authority

(“STA”) for a period of 30 days beginning no later than September 2, 2018, to permit SES to use

its E000152, E120055, and KB27 earth stations to provide telemetry, tracking and control

(“TT&C”) services for the NSS-806 C/Ku-band fixed-satellite space station while it is

temporarily relocated to 47.65° W.L. to facilitate the initiation of service on SES-14. Grant of

the requested authority will serve the public interest by promoting the safe operation of both

satellites.

               NSS-806 is a Netherlands-licensed spacecraft that is authorized to provide service

to the U.S. market at 47.5° W.L.1 SES-14, which will provide follow-on capacity in the C- and

Ku-band spectrum at 47.5° W.L.,2 was launched earlier this year and arrived at 47.5° W.L. on

August 1, 2018. The two satellites will be collocated at 47.5° W.L. for approximately 32 days,

during in orbit testing of SES-14 and while commercial communications traffic is transferred

from NSS-806 to SES-14. After traffic transfer is complete, NSS-806 will be temporarily

positioned at 47.65° W.L. in preparation and testing of the maneuvers and operations to retire

NSS-806.

               On or about October 2, 2018, maneuvers will commence to raise NSS-806 to a

disposal orbit pursuant to the orbital debris mitigation plan approved by the Commission.3 SES

seeks authority for the above referenced earth stations to communicate with NSS-806 to perform

TT&C during and after its relocation to 47.65° W.L., a 0.15 degree offset from the orbital

location described in the satellite’s market access authorization, and during orbit-raising

maneuvers using certain C-band frequencies.4 The satellite will be positioned at 47.65° W.L.

with an east-west stationkeeping tolerance of +/- 0.1 degrees.5

               Grant of the requested authority will serve the public interest by allowing SES to

ensure the safe and orderly transition of services from NSS-806 to SES-14 and prepare for

maneuvers to retire NSS-806. The requested repositioning of NSS-806 to 47.65° W.L. with a

+/- 0.1 degree stationkeeping tolerance will ensure that the satellite’s stationkeeping volume will

+/- 0.1 degrees.

not overlap with that of SES-14, which will operate at 47.5° W.L. with a +/- 0.05 degree

stationkeeping tolerance.

                Furthermore, authorizing the earth stations to operate with NSS-806 while it is

located at a slight offset will not adversely affect other operators. There are no other satellites

operating at the nominal 47.5° W.L. orbital location, and the slight offset of NSS-806 will not

alter the potential for interference into other satellites or associated earth stations.

                For the foregoing reasons, SES respectfully requests grant of STA beginning on

September 2, 2018 to permit the above referenced earth stations to perform TT&C in the C-band

frequencies in order to relocate NSS-806 to 47.65° W.L. and maintain it at that position prior to

the satellite’s retirement.
