                                  Request for Special Temporary Authorization

             Astro Digital US Inc. (“Astro Digital”) hereby requests special temporary authority (“STA”) for 60
days,i beginning November 28, 2017, to commence operations of the earth station identified in
Attachment 1 to this exhibit. The application for regular or permanent authority to operate the earth
stations cannot be processed and granted prior to the deployment of the next two Landmapper
satellites scheduled to launch November 28, 2017 and December 15, 2017 respectivelyii. Accordingly, an
STA is necessary for Astro Digital to communicate with those satellites, including for in-orbit testing and
transmission of telemetry, tracking, and command signals. The Commission has previously found that
grant of earth station STA’s to communicate with satellites, pending the processing of permanent
applications, serves the public interest, convenience, and necessity by allowing for the deployment of
new and additional satellite services in a timely manner. For these same reasons, the FCC should grant
this STA allowing Astro Digital to bring into service the two Landmapper-BC satellites in a timely
manneriii.
