                Castle Rock, Colorado Earth Station E040174

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days, beginning February 13, 2016, of
the Special Temporary Authority (“STA”)1 previously granted Intelsat to use its Castle Rock, Colorado
C-band earth station—call sign E040174—to provide on-station, telemetry, tracking, and command
(“TT&C”) service to Intelsat 34 (S2915)2 at its permanent location of 55.5° W.L.3 Intelsat has a
pending application to modify E040174.4

The Intelsat 34 operations will continue to be performed using the following frequencies:

        6173.7 MHz and 6176.3 MHz in the uplink (LHCP); and
        3949.0 MHz, 3949.5 MHz, 3950.5 MHz, and 3951 MHz in the downlink (RHCP).

In further support of this request, Intelsat incorporates by reference Exhibit A submitted with its original
STA request, which contains technical information that demonstrates that the operation of the earth
station will be compatible with its electromagnetic environment and will not cause harmful interference
into any lawfully operating terrestrial facility, and the waiver request submitted with its original STA
request. In the extremely unlikely event that harmful interference should occur due to transmissions to
or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Intelsat also
notes that it is seeking to continue operating in the frequencies listed in this request at power levels not
to exceed 27.0 dBW.

Grant of this STA further extension request will allow Intelsat to ensure the safe station—keeping of the
Intelsat 34 satellite as a back—up to the satellite‘s primary TT&C antenna. This, in turn, will help ensure
continuity of service at the 55.5° W.L. orbital location and thereby promotes the public interest.
