Re: Request for Extension of Special Temporary Authority
Hagerstown, Maryland C-band Earth Station E000355

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a 60-day extension -- through
June 1, 2013 -- of the Special Temporary Authority (“STA”)1 previously granted
Intelsat to use its Hagerstown, Maryland C-band earth station -- call sign
E000355 -- prior to grant of permanent operating authority.2 The antenna will to
continue to transmit in the frequency bands 3700-4200 MHz (downlink) and
5925-6425 MHz (uplink) with the SES-4 satellite at 22.0º W.L.3 Intelsat has a
pending application for authority to use this antenna to transmit in the
conventional C-band to satellites on the Permitted Space Station List on a
permanent basis.4

In support of this request, Intelsat incorporates by reference its pending
application for authority to use this antenna to transmit to Permitted List
satellites on a permanent basis.5 The application contains detailed technical
information (in Exhibits A, C, E, and F) that demonstrates that the operation of
the earth station will be compatible with its electromagnetic environment and
will not cause harmful interference into any lawfully operating facility. In the
extremely unlikely event that harmful interference should occur, Intelsat will
take all reasonable steps to eliminate the interference.
