- 13. Description
- Parsons Corporation ("Parsons") requests a 60-day Special Temporary Authority to operate two existing satellite earth stations — call signs E240058 (PAK1, Prudhoe Bay, AK) and E230134 (ROOST, Albuquerque, NM) — to support communications with the EWS satellite (launch designator USSF-261S-A) for pre-launch readiness testing, launch and early-orbit operations support, and on-orbit operations. Scope of this STA — Transmit-Only S-band Uplink. The authority requested under this STA is limited to S-band transmit (Earth-to-space) operations from the two Parsons earth stations at 2047.5 MHz for command uplink to EWS. Receive (space-to-Earth) operations at S-band (2207.5 and 2217.5 MHz) and X-band (8032.5 and 8132.5 MHz) are referenced in this filing for situational context only; those operations are addressed under separate authority and are not the subject of authority requested herein. EWS is a U.S. Government satellite; Parsons files in accordance with the program office's direction in preparation for launch. NTIA / ITU coordination is in progress under the U.S. Administration; the ITU "as filed" reference has not yet been issued. Operations under this STA will be conducted on a non-interference, non-protection basis (NIB) pending completion of that coordination. Once the U.S. Administration publishes the ITU "as filed" reference for EWS, Parsons will file an application for a regular earth-station license modification, adding EWS as a permanent point of communication at call signs E240058 and E230134.
