                                  EXHIBIT 1
                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

DIRECTV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of special

temporary authority (“STA”) for 60 days commencing on or before October 16, 2019 to add new

emission designators for telemetry, tracking, and control (“TT&C”) at its Castle Rock, Colorado

earth station (Call Sign E010130) prior to grant of its pending modification application.1 On

October 10, 2019, DIRECTV filed a modification application to add two new emission

designators for TT&C to each of the earth station’s two 11.3 meter Ku-DBS band antennas.2 The

pending modification application contains complete technical details regarding the proposed

TT&C emission designators, which are incorporated by reference here. The earth station will

communicate with DIRECTV’s T9S satellite (Call Sign S2669) at the nominal 101⁰ W.L. orbital

location.

Grant of special temporary authority will serve the public interest by ensuring safe flight

operations through the provision of TT&C services to DIRECTV satellites during their on-orbit

operation. DIRECTV understands that all operations pursuant to a grant of special temporary

authority will be on a non-interference basis. DIRECTV does not anticipate that addition of the

TT&C emission designators to the earth station’s two Ku-DBS band antennas will cause any

harmful interference or adversely affect any other authorized users. DIRECTV further

understands that any grant of special temporary authority will be without prejudice to action on

the underlying pending modification application.
