Request for 30-day Special Temporary Authority


                                     Narrative Explanation
        On September 11, 2019, Haras Development (“Haras”) was granted authority to operate a
fixed earth station located at 6665 Crosby Court, Dublin, Ohio (Call sign E181423) utilizing the
402.0-403.0 MHz and 450.2 MHz uplink and 401.0-403.0 MHz and 8212.5 MHz downlink
frequencies (the “Dublin Grant”).1 The initial Dublin Grant incorporated both the original point
of contact, the DigitalGlobe non-geostationary orbit (“NGSO”) earth exploration satellite service
(“EESS”) satellites (call sign S2129), as well as an amended point of contact, the BlackSky
Global NGSO-EESS satellites (call sign S3032).2
        However, to ensure the satisfaction of current customer demands, as well as the seamless
onboarding of future customers, Haras hereby requests a 30-day special temporary authorization
(“STA”) to begin communicating with the DigitalGlobe and BlackSky constellations utilizing a
second set of electrically identical antennas. Specifically, the proposed additional antennas will
be another set of 5.4m Viasat and UHF M2 Antenna Systems antennas and will be co-located
with the antennas currently authorized under the Dublin Grant.3 The proposed additional
antennas will also utilize the same frequencies, technical parameters, and points of contact as the
existing earth station. All technical information for the operation of the earth station has been
provided as part of the original and amended license applications.4
        The additional antennas will not cause harmful interference to Federal and non-Federal
earth stations operating in accordance with the U.S. Table of Frequency Allocations and will
accept any interference caused by those allocated services.
        Haras seeks STA to authorize the additional Dublin earth station antennas to begin
communicating with the DigitalGlobe and BlackSky satellites on September 26, 2019. Swift
grant of this STA serves the public interest and will allow Haras to facilitate commercial
operations with existing and prospective space station partners in a timely manner.
