                  Hagerstown, Maryland Earth Station KA258

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests 30 days of Special Temporary Authority (“STA”),1
commencing September 16, 2019, to use its Hagerstown, Maryland Ku-band earth station (Call Sign
KA258) to provide telemetry, tracking, and command (“TT&C”) services for HYLAS-12 during the
satellite’s drift to and on-station at 79.0° W.L. HYLAS-1 will need the drift support of KA258
beginning September 16, 2019 and, subject to receipt of Federal Communications Commission
(“FCC” or “Commission”) approval, Intelsat will provide TT&C services for approximately five
months.

HYLAS-1 TT&C operations will be performed in the following frequencies:

         •     17302.048 MHz (H, LHCP), and 17305.051 MHz (H, RHCP) in the uplink; and
         •     11701.008 MHz (V, LHCP) and 11702.808 MHz (V, RHCP) in the downlink.

The drift operations will be coordinated with all operators of satellites that use the same frequency
bands and are in the drift path.3 All operators of satellites in that path will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference

occurs. In the extremely unlikely event that harmful interference should occur due to transmissions to
or from its earth station, Intelsat will take all reasonable steps to eliminate the interference.

In further support of this request, Intelsat herewith attaches Exhibits A and B, which contain waiver
requests. In the extremely unlikely event that harmful interference should occur due to transmissions
to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will allow Intelsat to help the operator of HYLAS-1 safely drift and station-
keep the satellite. This, in turn, will help ensure safe space operations and thereby promotes the
public interest.
