Spire Global, Inc. Response to Question 11 Request for Special Temporary Authority Spire Global, Inc. (“Spire”) hereby requests special temporary authority (“STA”) for sixty (60) days, beginning on June 19, 2019, to commence its 402-403 MHz (Earth-to- space and space-to-Earth) operations at its new WBUGS earth station in Boulder, Colorado. Spire filed an application (SES-MOD-20181217-03532) for permanent authority on December 17, 2018; however, the application has not been granted yet. As Spire (i) has U.S. Federal contract deadlines quickly approaching and (ii) needs this WBUGS station to meet the related contract requirements, Spire now requests this interim 60-day STA. All technical information for WBUGS can be found in SES-MOD-20181217-03532. The International Bureau (“Bureau”) has previously found that the grant of STAs permitting earth stations to communicate with satellites pending the processing of permanent applications serves the public interest, convenience, and necessity by allowing for the deployment of new and additional satellite services in a timely manner.1 Approving the instant STA request will allow Spire to complete operations necessary to meet multiple U.S. Federal contract deadlines.
