         Intelsat License LLC herein requests a grant of Special Temporary Authority for 60 days,
         beginning June 30, 2019, to allow Intelsat to utilize transportable Ku—band antennas
         within the contiguous-lower 48 states to communicate with Intelsat satellites.

Intelsat License LLC is granted special temporary authority for 60 days to operate 40
Temporary-Fixed earth stations within the contiguous-lower 48 states to communicate with
Intelsat satellites: Galaxy 18 (S2733) at the l23°W orbital location and Intelsat 37e (S2972) at the
18°W orbital location in the 14000-14500 MHz (Earth -to-space) and 11700-12200 MHz (space
to-Earth) frequency bands under the following conditions:

    1.     Operations will comply with 47 C.F.R. §25.209 and 47 C.F.R. § 25.2 12 for the use of
           antennas: GATR Flex 75 (0.75 meter), GATR 1.2 (1.2 meter), L3 Panther 60 (0.6
           meter) and L3 Panther 96 (0.96 meter).

   2.      Operations, shall not cause harmful interference to, and shall not claim protection
           from interference caused to it by any other lawfully operating station and it shall
           cease transmission(s) immediately upon notice of such interference and notify the
           FCC in writing.

   3.      Any action taken or expense incurred as a result of operations pursuant to this STA is
           solely at Intelsat License LLC’s risk.

   4.      Transmitter(s) must be turned off during antenna maintenance to ensure compliance
           with the FCC-specified safety guidelines for human exposure to radiofrequency
           radiation in the region between the antenna feed and the reflector. Appropriate
           measures must also be taken to restrict access to other regions in which the earth
           station’s power flux density levels exceed the specified guidelines.

   5.      The licensee shall take all necessary measures to ensure that the antenna does not
           create potential exposure of humans to radiofrequency radiation in excess of the FCC
           exposure limits defined in 47 CFR 1.1307(b) and 1.1310 wherever such exposures
           might occur. Measures must be taken to ensure compliance with limits for both
           occupational/controlled exposure and for general population/uncontrolled exposure,
           as defined in these rule sections. The FCC’s OET Bulletin 65 (available on-line at
           www.fcc.gov/oet/rfsafety) provides information on predicting exposure levels and on
           methods for ensuring compliance, including the use of warning and alerting signs and
           protective equipment for workers.

        Re: Request for Special Temporary Authority to Operate New Transportable Antennas

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”)’ for
60 days, beginning June 30, 2019, to allow Intelsat to utilize 40 transportable Ku-band antennas
(collectively, the “Antennas”), within the contiguous-lower 48 states to communicate with Jntelsat
satellites. This STA will allow Intelsat to provide customer service pending grant of a permanent
license.2 Specifically, Intelsat is seeking authority to use ten antennas of each of the following types:

                          1.   GAIR Flex 75 (.75 meter);
                          2.   GATR 1.2 (1.2 meter);
                          3.   L3 Panther 60 (.6 meter); and
                          4.   L3 Panther 96 (.96 meter).

The proposed communication services will be performed in the following frequency bands: 14.0-14.5
GHz (Earth-to-space), and 11.7-12.2 GHz (space-to-Earth). The proposed operations will be
consistent with Intelsat’s coordination agreements. The 24x7 contact information for the proposed
