DIRECTV Enterprises, LLC (‘DIRECTV”) is granted a special temporary authority for 30
days, starting June 29, 2019, to operate its earth station in Castle Rock, CD, to
support in-orbit testing (“lOT”) of the 116 satellite (53039) at the 134.75°
W.L. orbital location during T16’s drift to 100.85° W.L. orbital location.
Operations are limited to frequency bands 17.3-17.8 GHz (Earth-to-space)
and 12.2-12.7 GHz; and for Telemetry, Tracking & Command (“TT&C”) 17.789
GHz and 17.791 GHz (space-to-Earth) & 12.697 and 12.698 GHz (space-to-
Earth) underthefollowing conditions:

1.    All operations under this grant of special temporary authority shall be on an
unprotected and non-harmful interference basis. DIRECTV shall not cause harmful
interference to, and shall not claim protection from interference caused to it by, any
other lawfully operating radio communication system.


2.    In the event of any harmful interference under this grant of special temporary
authority, DIRECTV must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an
event.


3.   All operators of satellites will be provided with an emergency phone number
where the licensee can be reached in the event that harmful interference occurs,

4.   Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at EchoStar’s risk.


5.   Grant of this authorization is without prejudice to any determination that
the Commission may make regarding pending or future DIRECTV applications.

This action is issued pursuant to Section 0.261 of the Commissions rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.


                                  EXHIBIT 1
                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        DIRECTV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of earth station

special temporary authority (“STA”)1 for 30 days to operate its Castle Rock, Colorado earth

station (Call Sign E930304) to support in-orbit testing (“101”) of the T16 satellite (Call Sign

S3039) at 134.75° W.L. DIRECTV requests that this special temporary authority commence

upon arrival of T16 at 134.75° W.L., which is currently anticipated to be on or about June 29,

2019—nine days after the satellite’s scheduled launch on June 20, 2019. The lOT period is

expected to last approximately three weeks, and the subsequent drift to T 16’s requested

permanent orbital location of 100.85° W.L.2 is expected to last approximately seven weeks.3

        DIRECTV separately and simultaneously is requesting space station special temporary

authority to conduct lOT of the T16 satellite at 134.75° W.L. to drift the satellite to its requested

permanent location of 100.85° W.L.

        The range of earth station frequencies requested to support lOT of the 116 satellite at

134.75° W.L. are the following:

DBS Ku-band

    •   12.2-12.7 GHz (space-to-Earth); and

    •   17.3-17.8 GHz (Earth-to-space).

  DIRECTV intends to file STA extension requests to cover any testing that exceeds 30 days
from 116’s arrival at 134.75° W.L.

    •      12697 MHz and 12698 MHz (space-to-Earth); and

    •      17789 MHz and 17791 MHz (Earth-to-space).

           Grant of this earth station STA request is in the public interest because it will facilitate

lOT of 116’s payloads at 134.75° Wi., a critical step in ensuring that the satellite will be fully
