Special Temporary Authority

DIRECTV Enterprises, LLC (‘DIRECTV”) is granted a special temporary authority for 30
days, starting June 29, 2019, to operate its earth station in Castle Rock, CC, to
support in-orbit testing (“lOT”) of the T16 satellite (S3039) at the 134.75°
W.L. orbital location during T16’s drift to 100.85° W.L. orbital location.
Operations are limited to frequency bands 28.35-28.6 GHz, 29.25-29.29 GHz,
and 29.5-30.0 GHz (Earth-to-space) and 18.3-18.55 GHz, 18.55-18.59 GHz,
and 19.7-20.2 GHz (space-to-Earth); and in BSS GHz band 17/24GHz band
17.3-17.7 GHz (space-to-Earth); & 24.75-25.15 GHz (Earth-to-space) underthe
following conditions:

1.    All operations under this grant of special temporary authority shall be on an
unprotected and non-harmful interference basis. DIRECTV shall not cause harmful
interference to, and shall not claim protection from interference caused to it by, any
other lawfully operating radio communication system.


2.     In the event of any harmful interference under this grant of special temporary
authority, DIRECTV must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an
event.


3.   All operators of satellites will be provided with an emergency phone number
where the licensee can be reached in the event that harmful interference occurs,

4.   Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at EchoStar’s risk.


5.   Grant of this authorization is without prejudice to any determination that
the Commission may make regarding pending or future DIRECTV’s applications.

This action is issued pursuant to Section 0.261 of the Commission’s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.


                                  EXHIBIT 1
                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        DIRECIV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of earth station

special temporary authority (“STA”)’ for 30 days to operate its Castle Rock, Colorado earth

station (Call Sign E070027) to support in-orbit testing (“101”) of the T16 satellite (Call Sign

S3039) at 134.75° W.L. DIRECTV requests that this special temporary authority commence

upon arrival of 116 at 134.75° W.L., which is currently anticipated to be on or about June 29,

2019—nine days after the satellite’s scheduled launch on June 20, 2019. The 101 period is

expected to last approximately three weeks, and the subsequent drift to 116’s requested

permanent orbital location of 100.85° W.L.2 is expected to last approximately seven weeks.3

        DIRECTV separately and simultaneously is requesting space station special temporary

authority to conduct 101 of the 116 satellite at 134.75° W.L. to drift the satellite to its requested

permanent location of 100.85° W.L.

        The range of earth station frequencies requested to support 101 of the 116 satellite at

134.75° W.L. are the following:

FSS Ka-band

    •   18.3-18.55 GHz, 18.55-18.59 GHz, and 19.7-20.2 GHz (space-to-Earth); and

    •   28.35-28.6 GHz, 29.25-29.29 GHz, and 29.5-30.0 GHz (Earth-to-space).




‘DIRECTV has filed this STA request, an FCC form 159, and a $210.00 filing fee
electronically via the International Bureau’s filing System.

 Although 116 is currently authorized to operate at 102.70° W.L., DIRECTV has filed a
modification application to change 116’s authorized orbital location from 102.70° W.L. to
100.85° W.L. See Modfication Application to Change T16 Orbital Location (S3039), file No.
SAT-MOD-20 190508-00036.
  DIRECTV intends to file STA extension requests to cover any testing that exceeds 30 days
from 116’s arrival at 134.75° W.L.

BSS 17/24 GHz band

    •      17.3-17.7 GHz (space-to-Earth); and

    •      24.75-25.15 GHz (Earth-to-space).

           Grant of this earth station STA request is in the public interest because it will facilitate

lOT of T16’s payloads at 134.75° W.L., a critical step in ensuring that the satellite will be ftilly

operational. Accordingly, DIRECTV respectfully requests that the Commission grant this

request.
