Applicant: Intelsat License LLC Call Sign: E940532 File No.: SES-STA-20190408-00500 Special Temporary Authority Intelsat License LLC is granted special temporary authority for 60 days, commencing May 1, 2019, to operate its Ellenwood, GA earth station, call sign E940532, to provide telemetry, tracking, and command (TT&C) services to the Galaxy 11 (Call Sign S2253) satellite during its drift from 44.9° E.L. to 93.1° W.L. on the following center frequencies: 14000.5 MHz and 14498.5 MHz (Earth-to-space) and 11701.0 MHz and 11702.0 MHz (space-to-Earth). Operations are authorized under the following conditions: 1. All operations under this grant of STA shall be on an unprotected and non-harmful interference basis Intelsat License shall not cause harmful interference to and shall not claim protection from interference caused to it by, any other lawfully operating radio communication system. 2. In the event of any harmful interference Intelsat License LLC shall cease operations immediately upon notification of such interference, and shall immediately inform the Commission, in writing, of such an event. 3. Grant of this STA is without prejudice to any determination that the Commission may make regarding pending or future Intelsat License LLC applications. 4. Washington, D.C. 20554 Re: Request for Special Temporary Authority Ellenwood, Georgia Earth Station E940532 Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests 60 days of Special Temporary Authority (“STA”),’ commencing May 10, 2019, to use its Ellenwood, Georgia Ku-band earth station—call sign E940532—to provide telemetry, tracking, and command (“TT&C”) services for Galaxy 11 (Call Sign S2253) during its drift from 44.9° E.L. to 93.1° W.L.2 Galaxy 11 began drifting on March 4, 2019, and the drift is expected to take approximately six months. Intelsat will be filing a modification to add Galaxy 11 as a point of communication. The Galaxy 11 TT&C operations will be performed in the following frequencies: 14000.5 MHz and 14498.5 MHz in the uplink; and 11701.0 MHz and 11702.0 MHz in the downlink. The drift operations will be coordinated with all operators of satellites that use the same frequency bands and are in the drift path.3 All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference.
