\\ (or other identifier) Applicant: Mans Developments .T)DatCS File No.: SES-STA-20190327-00405 Frorn:’\7L \‘\ To:____________ Call Sign: E181611 ,b6 /<- o’,.f, Special Temporary Authority Apnroved:f Z’ /j) Mans Developments is granted a special temporary authority for 30 days, beginning April 03, 2019 to operate an earth station located in Boardman, Oregon for communications with DigitalGiobe Constellations of Non Geostationary Orbit (“NGSO”) Earth Exploration Satellite Service (“EESS”) satellites in the 402.0—403.0 MHz, 432.0—438.0, 449.75 —451.25 MHz and 2025 2110 MHz frequency bands (Earth-to-space) and 401.0—403.0 - MHz and 8025 -8400 MHz bands (space-to-Earth) and under the following conditions: 1. All operations under this grant of special temporary authority shall be on an unprotected and non-harmful interference basis. Mans Developments shall not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating radio communication system. 2. In the event of any harmful interference under this grant of special temporary authority, Mans Developments must cease operations immediately upon notification of such interference, and must inform the Commission, in writing, immediately of such an event. 3. Operations in the 449.75-45 1.25 MHz frequency band shall be limited to the 450.185-450.215 MHz band in accordance with the pre-coordination agreement between NASA and DigitalGlobe. 4. Operations in the 2025-2110 MHz frequency band shall be limited to the 2085 .0275 — 2086.3475 MHz and 2091.94—2093.26 MHz frequency bands. 5. Operation in the 2085.0275-2086.3475 MHz band shall not occur when the NASA International Space Station (ISS) (NORAD designation 25544 or international spacecraft ID 1998-067A) is within the horizon to horizon view of the Boardman, OR facility. Mans Developments will take full responsibility for accounting for the ISS orbital position to avoid transmitting while it is within view. 6. Existing satellites intending to downlink data to this ground station shall be properly authorized by modification of license prior to downlink operations. 7. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at Mans Developments’ risk. 8. Grant of this authorization is without prejudice to any determination that the Commission may make regarding pending or future Mans Developments applications. 9. Mans Developments operations to the date of this grant were authorized pursuant to Section 1.62 of Commission’s rules 47 C.F.R. This action is issued pursuant to Section 0.261 of the Commission’s rules on delegated authority, 47 C.F.R. §0.261, and is effective immediately.

Mans Development Request for 60-day Special Temporary Authority Narrative Explanation On December 13, 2018, the Commission granted Maris special temporary authority (STA) for 30 days to operate its fixed earth station in Boardman, Ohio (Call Sign E18 161 1) authorizing use prior to grant of a pending earth station license. See SES-STA-20181207-03385 (the “STA Grant”). Mans provided technical information for the operation of the earth station as part of the license application for the earth station, SES-LIC-20180827-02512. On January 29, 2019, and pursuant to Section 1.62 of the Commission’s rules, Mans timely filed a 60-day renewal request. See SES-STA-20190129-00010 Out of an abundance of caution, and again pursuant to Section 1.62 of the Commission’s rules, Mans hereby files another 60-day renewal request to operate under the terms and conditions of the STA Grant.
