Request for 30-day Special Temporary Authority


                                     Narrative Explanation
        On December 6, 2018, the Commission granted Haras special temporary authority (STA)
for 60 days to operate its fixed earth station in Dublin, Ohio (Call Sign E181423) to
communicate with the DigitalGlobe constellation of NGSO EESS satellites. See SES-STA-
20180827-02508. On January 29, 2019, Haras timely filed for a 60-day extension of the STA.
See SES-STA-20190129-00048.
        Haras provided technical information for the operation of the earth station as part of the
license application for the earth station, SES-LIC-20180816-02287. On December 29, 2018,
Haras amended its license application to add the BlackSky Global-1, -2, -3, and -4 satellites (Call
Sign S3032) as points of communication in addition to the DigitalGlobe constellation. SES-
AMD-20181219-03513. The FCC put the license and amendment applications on Public Notice
on February 20, 2019. Concurrently and consistent with the amendment application, Haras filed
for 60-day STA to add the BlackSky satellites as a point of communication. See SES-STA-
20181219-03512. That STA application also remains pending.
        While the underlying license application remains pending, Haras files this request for 30-
day STA to add points of communication in addition to DigitalGlobe: BlackSky (Call Sign
S3032), the Planet Labs Dove satellites (Call Sign S2912), and the Planet Labs SkySat satellites
(Call Sign S2862). To be clear, this is the only change to the underlying application sought by
this STA. Haras seeks STA to begin communicating with these constellations in three business
days, on March 5, 2019.
         Swift grant of this STA application serves the public interest and will allow Haras to
facilitate commercial operations with additional space station partners in a timely manner.
