L)/i ‘t,f,c’ File #5ES Call Sign/ Grant Date O3/t3/2 (or other identifier) Applicant: 03b Limited Trm Dates Call Sign: E100088 from:O342423,c, To:_______ GRANTED File No.: SES-STA-20190214-00174 Inmational Bureau Special Temporary Authority (“STA”) — Approved. tt’ - 03b Limited (“03b”) is granted STA to operate for 30 days using a 7.3m antenna at geographic coordinates 21° 40’ 17.8”N/ 158° 01’ 54.9”W in Haleiwa, Hawaii to conduct in-orbit testing of 03b 17-20 NGSO satellites in the Fixed Satellite Service (FSS) on frequency bands 29500- 30000 MHz (Earth-to-space) and 19700-20200 MHz (space-to-Earth) under the following conditions: 1. Operations are limited to the parameters proposed in the STA request and must comply with the conditions set forth in 03b Limited, Order and Declaratory Ruling, FCC 18-70 (rel. June 6, 2018). 2. Operations shall be using antenna Viasat model MEO7 with transmit antenna gain of 65.71 dBi @29.75 GHz and receive antenna gain of 63.72 dBi@ 19.95 GHz. 3. Operations are on a secondary basis and 03b must not cause harmful interference to stations operating on a primary basis and must not claim protection from stations operating on a primary basis secondary. 4. The licensee shall take all necessary measures to ensure that the antenna does not create potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits defined in 47 CFR 1.1307(b) and 1.13 10 wherever such exposures might occur. Measures must be taken to ensure compliance with limits for both occupational! controlled exposure and for general populationluncontrolled exposure, as defined in these rule sections. Compliance can be accomplished in most cases by appropriate restrictions such as fencing. Requirements for restrictions can be determined by predictions based on calculations, modeling or by field measurements. The FCC’s OET Bulletin 65 (available on-line at www.fcc.gov/oetlrfsafety) provides information on predicting exposure levels and on methods for ensuring compliance, including the use of warning and alerting signs and protective equipment for workers. 5. Grant of this authorization is without prejudice to any determination that the Commission may make regarding any pending or future application from O3b. 6. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at 03b’s risk. This action is issued pursuant to Section 0.261 of the Commission’s rules on delegated authority, 47 C.F.R. § 0.26 1, and is effective immediately.
