Haras Development
Request for 60-day Special Temporary Authority

                                    Narrative Explanation
On December 6, 2018, the Commission granted Haras special temporary authority (STA)
for 60 days to operate its fixed earth station in Dublin, Ohio (Call Sign E181423) to
communicate with the DigitalGlobe constellation of NGSO EESS satellites. See SES-STA-
20180827-02508. Haras provided technical information for the operation of the earth station as
part of the license application for the earth station, SES-LIC-20180816-02287. The STA expires
February 4, 2019. Pursuant to Section 1.62 of the Commission’s rules, Haras will continue to
operate pursuant to the terms and conditions of its existing STA pending action on this timely
filed renewal request. See 47 C.F.R. § 1.62.
Haras notes that it also submitted an amendment to its license application for Call Sign
E181423, which remains pending (SES-AMD-20181219-03513), as well as an application for
STA (SES-STA-20181219-03512), to add the BlackSky Global-1, -2, -3, and -4 satellites (Call
Sign S3032) as points of communication in addition to the DigitalGlobe constellation.
