Intelsat License LLC- (‘Intelsat”) is granted a special temporary authority for 30 days,
startingApril 26, 2019, to operate its earth station in Castle Rock, Colorado, to
provide telemetry, tracking, and command (“TT&C”) services for Intelsat S
(52704) on-station at 137.0° W.L. orbital location. Operations shall utilize
frequencies 13.999 (RHCP) GHz, & 14.498 (H) GHz (Earth-to-space) and
11.451 (H,V, & RHCP) GHz, 11.452 (H,V, & RHCP) and 11.454 MHz (RHCP,
and LHCP) (space-to-Earth) underthefollowing conditions:


1.    Operations will not exceed the operational power levels and parameters coordinated.

2.    All operations under this grant of special temporary authority shall be on an
unprotected and non-harmful interference basis. Intelsat shall not cause harmful
interference to, and shall not claim protection from interference caused to it by, any
other lawfully operating radio communication system.


3.    In the event of any harmful interference under this grant of special temporary
authority, Intelsat must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an
event.


4.   All operators of satellites will be provided with an emergency phone number
where the licensee can be reached in the event that harmful interference occurs,

5.    Any action taken or expense incurred as a result of operations pursuant to this

6.   Grant of this authorization is without prejudice to any determination that
the Commission may make regarding pending orfuture lntelsat applications.


7.    Operations during the period January 26, 2019 to the date of this grant were authorized pursuant
to Section 1.62 of the Commission’s rules 47 C.F.R. § 1.62.



This action is issued pursuant to Section 0.261 of the CommissionTs rules on
delegated authority, 47 C.F.R. §0.261, and is effective immediately.

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 days of Special Temporary
Authority (“STA”)’ previously granted Intelsat to use its Castle Rock, Colorado Ku-band earth station
(Call Sign KL92) to continue providing telemetry, tracking, and command (‘TT&C”) services2 for
Intelsat 5 (Call Sign S2704) on-station at 13 7.0° W.L.3

TT&C operations will continue to be performed in the following frequencies: 14498 MHz (H) and
13999 MHz (RHCP) in the uplink; and 11451 MHz (H, V, and RHCP), 11452 MHz (H, V, and
RHCP), and 11454 MHz (RHCP, and LHCP) in the downlink. On-station at 137.0° W.L., Intelsat
will continue operate in conformance with FCC rules and any relevant coordination agreements. In
further support of this further extension request, Intelsat incorporates by reference Exhibits A and B




         Jntelsat has filed its STA request, an FCC Form 159, a $210.00 filing fee, and this supporting
letter electronically via the International Bureau’s Filing System (NBfS”). This extension request is
timely filed per the federal Communications Commission’s Public Notice. Impact ofPotential Lapse
in funding on Commission Operations, DA 19-10, p. 4 (Jan. 2, 2019) (Public Notice).

        The original STA provided authority for the drift and on-station operations. Intelsat 5 arrived
at 137.0° W.L. on May 30, 2018. Intelsat is also utilizing the following antennas on station for
Intelsat 5: E060384, E140121, and KA258.

submitted with its original STA request,4 which contain technical information that demonstrates that
the operation of the earth station will be compatible with its electromagnetic environment and will not
cause harmful interference into any lawfully operating terrestrial facility, or into Federal systems
operating in the 13.75-14.00 GHz band. In the extremely unlikely event that harmful interference
should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to
eliminate the interference.

Grant of this STA further extension request will allow Intelsat to continue safely station-keep Intelsat
5 at its new location. This, in turn, will help meet a new service demand at the 137.0° W.L. orbital
location and thereby promotes the public interest.
