                        Request For Extension of Special Temporary Authority

Hawaii Pacific Teleport, L.P. (“HPT”), pursuant to Section 25.120 of the Commission’s rules, 47
C.F.R. § 25.120, requests an extension to its special temporary authority (“STA”) to operate
E010236 pursuant to STA granted on September 21, 2018, as extended on December 11, 2018 to
continue until January 10, 2019 (SES-STA-20181115-03214).1 The STA is to support Eutelsat
S.A. (“Eutelsat”) in the communication with EUTELSAT 133WA for testing and validating
services necessary to commence operations. HPT intends to file a modification application to
request permanent authority to operate utilizing EUTELSAT 133WA, however, is awaiting the
final results of the Frequency Coordination Studies and other engineering reports and will file the
modification application promptly upon its receipt.

Eutelsat was previously granted conditional access to the U.S. market via its Ku-band space
station, EUTELSAT 133WA, at the 132.85˚ W.L. orbital location. See Call Sign S3031; IBFS
File No. SAT-PPL-20180302-00018, granted August 16, 2018. This grant included 11.45 –
11.7 GHz (space-to-Earth). Eutelsat has filed a modification of the original grant on September
8, 2018, to repoint existing beams and add new beams to cover Hawaii and to explicitly include
the 11.2-11.45 GHz band in the market access grant. See IBFS File No. SAT-MPL-20180908-
00068. HPT herein incorporates by reference to the extent necessary all the information
provided in the Eutelsat filings relating to S3031.

The operations proposed with HPT’s 8.1 meter Ku‐band antenna are in the public interest, as the
requested authority will continue to facilitate the safe operation of EUTELSAT 133WA. HPT
would be testing and validating services to commence operations. There is a shortage of
capacity in the area and customers are ready to commence operations on E133WA. Therefore,
the public interest would be served by approving this request.

the filing deadlines under the Commission’s rules such that all Commission submissions that would be due during a
suspension of operations will be due on the second day of normal operations. Therefore, this extension request is
