                     Request For Special Temporary Authority
By this application, United Teleports Inc. respectfully requests earth station temporary
authority (“STA”) for a period of thirty (30) days beginning on or about June 12, 2018, to permit
UNITED TELEPORTS to use its E160081 earth station to support SES Americom, Inc (“SES”) in the
communication with ASTRA 1D spacecraft in order to provide Tracking, Telemetry and
Command (“TT&C”) while the spacecraft is positioned at 73.0 degrees West ( +/‐ 0.10 degrees
East/West station keeping) .

SES was previously granted an STA for TT&C operation of ASTRA 1D under SES‐STA‐20180129‐
00069 on Call Sign E110104. The operations proposed with United Teleports 7 meter Ku‐band
antenna will be identical to the authorization granted for SES for TT&C with ASTRA 1D.

United Teleports is not requesting U.S. market access or any other authorization from the
Commission in relation to the non‐U.S.‐licensed ASTRA 1D spacecraft, and therefore is not
providing full technical information about the ASTRA 1D satellite as part of this application.

Grant of this request is in the public interest as the requested TT&C authority will facilitate the
safe operation of ASTRA 1D.

UNITED TELEPORTS E160081 Earth Station will be used as a secondary, back‐up TT&C Earth
Station, only for the reception of telemetry from the spacecraft and as back up for transmission
of commands if needed

Details regarding the ASTRA 1D TT&C operations are provided in Attachment 1 to this request.

Basic description of the satellite operations and an orbital debris mitigation statement for
ASTRA 1D, if required, were provided by SES in Attachments 2 and 3 to the SES application for
SES‐STA‐20180129‐00069.

As stated at SES‐STA‐20180129‐00069, no harmful interference to other spacecraft is expected.
Apart of AMC‐3, SES owned, located at 72.0 degrees W, the nearest satellite to 73.0 degrees
West with overlapping Ku Band operations is ARSAT operated at 71.8 degrees West and SES has
stated that it has coordinated operations with ARSAT – Empresa Argentina de Soluciones
Satelitales Sociedad Anonima.

Requested waiver of Sections 25.137, 25.114 and 25.210(j) in this STA request are consistent
with the waivers requested by the SES STA grant SES‐STA‐20180129‐00069 on Call Sign
E110104. United Teleports is not seeking authority to communicate with ASTRA 1D for
purposes of providing U.S. service within the meaning of 25.137.


The STA request will be limited to TT&C operations on ASTRA 1D with this 7.0 meters earth
station antenna.
