Hawaii Pacific Teleport , L.P. ("HPT") is granted a Special Temporary Authority for 30 days, beginning
April 30, 2018 to operate a fixed earth station at Kapolei, HI with the Eutelsat 172B (S3021) located at
the 172° E.L. orbital location using 29.1—29.15 GHz (Earth—to—space) frequency bands under the
following conditions:

1.      Operations shall not cause harmful interference to or claim protection from other lawfully
operating stations and it shall cease transmission(s) immediately upon notice of such interference.

2.     Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future HPT applications.

3.      Pursuant to US table of allocations foot note NG166, the use of the bands "B.4—19.6 GHz and
29.1—29.25 GHz by the fixed—satellite service is limited to feeder links for non—geostationary— satellite
systems in the mobile—satellite service. However, due to unique circumstances, including HPT‘s urgent
need for access to the 29.1—29.15 GHz band over a short period; discussions between HPT and Iridium as
to the nature of the need; the dates covered by HPT‘s request; and Iridium‘s assessment of its
operations during this period.

4.      Pursuant to US table of allocations foot note US334, operations impacting the 17.8 — 20 .2 GHz
(space—to—Earth) frequency band that is shared with U.S. Government space stations and associated
earth stations in the Fixed—Satellite Service is subject to coordination under US334 and operation of this
earth station will be subject to any technical constraints resulting from this coordination.

5.      Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between
the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other
regions in which the earth station‘s power flux density levels exceed the specified guidelines. See The

6.      Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
HPT‘s risk.

7.      Operations during the period April 23, 2018 to the date of this grant were authorized pursuant
to Section 1.62 of the Commission‘s rules 47 C.F.R. § 1.62.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
C.F .R. §0.261, and is effective immediately

                             Extension Request for Special Temporary Authority

           Hawaii Pacific Teleport, L.P. ("HPT") has a license to operate the ST—9.2m gateway at

Kapolei, Hawaii in Ka—band frequencies at 18.4—19.2 GHz (space—to—Earth) and 27.5—29.1 GHz

(Earth—to—space) to support service link operations of the EUTELSAT 172B satellite (Call Sign

$3210) located at the 172°E.L. orbital location (see File Nos. SES—MFS—20170721—00787 and

SES—AFS—20171007—01112, Call Sign E150010). HPT also holds Special Temporary Authdrity

("STA") to operate this earth station with EUTELSAT 172B using the 29.1—29.15 GHz (Earth—

to—space) frequency band (see File Nos. SES—STA—20171212—01331, granted with conditions

December 18, 2017, SES—STA—20180116—00032, extending STA to February 18, 2018, and SES—

STA—20180215—00126 extending STA to April 22, 2018).

           HPT hereby requests an additional 60—day extension of its STA to June 21, 2018.

Although the immediate and pressing short—term service need that gave rise to HPT‘s initial STA

request, as extended, has expired, HPT has other customer requirements it needs to serve on an

STA basis until it is able to obtain regular authority to operate in this band.

           HPT intends to file a request soon to modify the underlying earth station license for Call

Sign E150010 to add authority to operate in the 29.1—29.15 GHz band. HPT is awaiting the final

results of the Frequency Coordination Study and will file the modification immediately upon its

receipt.

           HPT‘s modification application will specify lower power levels than previously

requested.‘ HPT also will operate at these reduced levels during the term of the extended STA

requested in this filing and any further STA extensions thereafter. Iridium previously informed

HPT it has no objection to operation in the manner proposed, including these reduced levels.


‘ HPT had filed a request, which it subsequently withdrew, for a license to operate its earth station in the 29.1—29.15
GHz band at higher power levels than are currently contemplated. See File No. SES—MFS—20170721—00787.

       In connection with the current STA, HPT requested a waiver of the Commission‘s rules

to permit operation in the 29.1—29.15 GHz band as a non—conforming use on an unprotected, non—

interference basis. HPT seeks a similar waiver for purposes of this extension request.

       Accordingly, the public interest would be served by a grant of an extension of the current

STA through June 21, 2018, to permit HPT to continue to operate the ST—9.2m gateway in the

29.1—29.15 GHz band on an unprotected, non—harmful interference basis to support EUTELSAT

172B service.
