                                   EXHIBIT 1
                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY

AT&T Corp. (“AT&T”) respectfully requests a grant of special temporary authority

(“STA”)1 for 60 days commencing April 23, 2018 to operate a 9.2 meter transmit/receive Ku-

Band earth station in Moxee, Washington prior to grant of its pending license application.2 The

pending license application contains complete technical details regarding the proposed earth

station, which are incorporated by reference here. For purposes of this STA, the point of

communication will be the Galaxy 16 satellite at orbital position 99 W.L. (Call Sign S2687).

The 24/7 emergency contact is Travis Hanes, who can be reached at (509) 480-1111 or (509)

972-9630.

Grant of special temporary authority will serve the public interest because the earth

station will serve as a VSAT hub gateway and will support AT&T network backup and recovery

functions. AT&T understands that all operations pursuant to a grant of special temporary

authority will be on a non-interference basis. AT&T does not anticipate that operation of the

earth station will cause any harmful interference or adversely affect any other authorized users.

AT&T further understands that any grant of special temporary authority will be without

prejudice to the underlying pending license application.
