                                             STA REQUEST

       Applicant NBC Telemundo License LLC was the licensee of transportable earth station
truck E940360 used for satellite news gathering (SNG). E940360 was based in the Dallas-Ft.
Worth area but would travel wherever it was needed for newsgathering. In mid-January,
E940360 was side-swiped and flipped over, rendering it inoperable. See photos below. The
FCC license for the now-inoperable facility was surrendered in February.




        Separately, a new SNG truck was being built for a different market. An application for a
license (call sign E180016) was submitted on February 14, 2018 under SES-LIC-20180214-
00113, which was accepted for filing on February 21, 2018.

        Applicant is diverting the new E180016 SNG truck to the Dallas-Ft. Worth area to
replace the inoperable E940360 truck and seeks special temporary authority to operate E180016
in the interim period prior to grant of application SES-LIC-20180214-00113. Operation under
the STA would be for covering news in the Dallas-Ft. Worth area (and elsewhere in the
continental United States, as needed).

       During the STA period, the E180016 SNG truck would communicate only with the U.S.-
licensed SES-3 satellite (S2892) at the 103° W.L. orbital location in 14.0-14.5 GHz (Earth-to-
space) and 11.7-122 GHz (space-to-Earth) frequency bands. Applicant requests that grant of the
STA be subject to the following conditions.

        1. Operations shall not cause harmful interference to, and shall not claim protection from,
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.


      2. In the event that there is a report of interference, NBC Telemundo License LLC must
immediately terminate transmissions and notify the FCC in writing.

      3. Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at NBC Telemundo License LLC’s risk.

        4. NBC Telemundo License LLC shall take all reasonable and customary measures to
ensure that the earth station does not create a potential for harmful non-ionizing radiation to
persons who may be in the vicinity of the earth station when it is in operation. The earth station
operator shall be responsible for assuring that individuals do not stray into the regions around the
earth station where there is a potential for exceeding the maximum permissible exposure limits.

       5. Grant of this STA is without prejudice to any determination that the Commission may
make regarding any pending or future applications.

       6. During operations, the temporary fixed earth station operator must be available to
respond to interference issues and shut down operations if needed. NBC Telemundo License
