Planet Labs Inc. is granted STA to operate earth station, for 60 days, in Morehead, Kentucky at
location 38° 25° 2.175" N/ 083° 33° 13.07" W with the Planet Labs Flock 1 non—geostationary
orbit (“NGSO”) Earth Exploration Satellite Service ("EESS") imaging satellites constellation,
Call Sign $2912, on 450.00 MHz (Earth—to—space) and 401.3 MHz (space—to—Earth) frequency
bands under the following conditions:

1. Operations may not exceed the operational power levels and parameters requested and
coordinated.

2. Minimum antenna elevation angle for all operations must be at least 3° above the geographic
horizon per 47 C.F.R. § 25.205.
3. Operations, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference and notify the FCC in writing.

4. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Planet Labs Inc.‘s risk.

5. Grant of this authorization is without prejudice to any determination that the commission may
make regarding pending application FCC IBFS file number SES—MOD—20170407—00446.

6. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region
between the antenna feed and the reflector. Appropriate measures must also be taken to restrict
access to other regions in which the earth station‘s power flux density levels exceed the specified
guidelines.

7. The licensee shall take all necessary measures to ensure that the antenna does not create
potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits
definedin 47 CFR 1.1307(b) and 1.1310 wherever such exposures might occur. Measures must
be taken to ensure compliance with limits for both occupational/controlled exposure and for
general population/uncontrolled exposure, as defined in these rule sections. The FCC‘s OET
Bulletin 65 (available on—line at www.fcee.gov/oet/rfsafety) provides information on predicting
exposure levels and on methods for ensuring compliance, including the use of warning and
alerting signs and protective equipment for workers.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective immediately.

     — Planet Labs Inc. ("Planet") hereby requests special temporary authority ("STA") to
operite a proposed "UHF" earth station located in Morehead, Kentucky, for 60 days,
begirnring February 19, 2017. The earth station is currently authorized with call sign
E114C 240 with a pending modification application ("Application"}, file number SES—
MOL: —20170407—00446.

      The proposed earth station will transmit at 450.0 MHz, and receive at 401.3 MHz.
with =lock satellites, a constellation of non—geostationary orbit ("NGSO") Earth
Exploration Satellite Service ("EESS") imaging satellites, call sign $2912‘.

        The referenced Application requests modification of its earth station located in
Morenaead, KY (Call Sign E140040) to increase the number of antennas authorized under _
the E. zense from one to three, to relocate the site approximately 20 miles north to the
Morchead State University Browning Orchard, and to increase the output power of the
transnitter centered at 450.0 MHz.

        It is understood the referenced Application is pending final review which is
curre:itly suspendeddue to a technical issue with processing withina the Commission. In
the is terim, Planet respectfully requests temporary authority to proceed with the
mod:‘fication and operation ofthe earth station pursuant to the technical parameters
desc‘bed in the Application until such time the technical issues can be resolved and
proc :sing of the Application completed.
