Special Temporary Authority

Alaska Public Telecommunications, Inc. is granted special temporary authority for 60 days,
beginning on February 7, 2018, to operate a 4.5 meter earth station antenna at 61° 11" 24.8° N,
149° 48"33.7° W in Anchorage, AK. site to provide communications support, using the
following frequency bands: 6059.15—6078.45 MHz, 6108.45—6182.24 MHz, 6271.54—6330.49
MHz and 6360.49—6425 MHz (Earth —to—space) and 3700—4200 MHz (space—to—Earth) to
communicate with AMC—8 ($2379)at the 139° orbital location, under the following conditions:

1. All operations under this grant of special temporary authority shall be on an unprotected and
non—harmful interference basis. Alaska Public Telecommunications, Inc., shall not cause
harmful interference to, and shall not claim protection from interference caused to it by, any
other lawfully operating radio communication system.

2. In the event of any harmful interference under this grant of special temporary authority,
Alaska Public Telecommunications, Inc. must cease operations immediately upon notification of
such interference, and must inform the Commission, in writing, immediately of such an event.

3. Any action taken, or expense incurred as a result of operations pursuant to this special
temporary authority is solely ‘at Alaska Public Telecommunications, Inc‘s risk.

4. Grant of this authorization is without prejudice to any determination that the Commission
may make regarding pending applications IBFS File No. SES—LIC—20180125—00062 or future
requests for special temporary authority.

5. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

Dear Mr. Blais,

         Pursuant to Section 25.120(a) of the Rules and Regulations ("Regulations") of the Federal
Communications Commission, Alaska Public Telecommunications Inc. seeks consideration for a request
for 60 day Special Temporary Authority ("STA") to operate a new earth station in Anchorage, AK.

         Alaska Public Telecommunications Inc. is requesting a 60 day STA to start satellite operations
while their permanent FSS C—band application (SES—LIC—20180125—00062/ E180008) is currently pending
with the Commission. Alaska Public Telecommunications Inc does not have terrestrial interconnections to
their regional affiliated stations, that serve the public interest, and therefore is requesting a 60 day STA to
keep broadcast programming on the air.                                                                          .

        Alaska Public Telecommunications Inc accordingly urgently requests that a 60 day STA be
granted so that the reliable broadcast service to the public in key rural regional areas can be satisfied and
maintained forthwith for the betterment of their communities.
