                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        Enterprise Products Operating, LLC (“Enterprise”), pursuant to Section 25.120 of the
Commission’s rules, hereby requests Special Temporary Authority (“STA”) for operation of a
Satellite Earth Station in San Antonio, Texas for a period of 60 days.

                                             Background

        Enterprise is wholly-owned by Enterprise Products Partners L.P. (“Enterprise Products”
or “the Company”), the operator of an integrated network of natural gas, natural gas liquids
(NGL), crude oil and refined products midstream infrastructure within the United States.
Enterprise Products’ operations include domestic crude oil, petrochemical and refined products
pipelines, offshore platform services, and marine transportation assets.

        Enterprise submitted a Satellite Earth Station application for regular authority for this
location on January 4, 2018.1 The Commission placed this request on public notice on January
10, 2018. The Satellite Earth Station will be part of a communications system that is necessary
to support the safe and efficient gathering, refining, transportation, distribution, and storage of
natural gas and crude oil.

        Enterprise respectfully requests STA to permit immediate use of the Satellite Earth
Station, while the application for regular authority is pending at the Commission.

                                  Special Temporary Authority

         The Commission may grant STA “upon a finding that there are extraordinary
circumstances requiring temporary operations in the public interest and that delay in the
institution of these temporary operations would seriously prejudice the public interest.”2 This
rule also permits the Commission to grant this request without placing the application on Public
Notice because an application for regular authority has been filed.3

        The Satellite Earth Station will be used to support essential communications, promoting
the safety of Enterprise’s employees, contractors, and property. Immediate use of the Satellite
Earth Station is necessary to support the safe and efficient gathering, refining, transportation,
distribution, and storage of natural gas and crude oil, furthering the safety of life and property.

       Accordingly, Enterprise believes grant of the STA is in the public interest.
