                Hagerstown, Maryland Earth Station E000296

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days of Special Temporary Authority
(“STA”)1 previously granted Intelsat to use its Hagerstown, Maryland C-band earth station—call sign
E000296—to provide telemetry, tracking, and command (“TT&C”) services2 to Intelsat 903 (call sign
S2407) at its permanent location of 31.5° W.L.3 Intelsat has a pending application to permanently
modify its E000296 license to support Intelsat 903 TT&C services at 31.5° W.L.4

The Intelsat 903 TT&C operations will continue to be performed at the following frequencies: 6173.7
MHz and 6176.3 MHz in the uplink and 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz in
the downlink.

In further support of this extension request, Intelsat incorporates by reference Exhibit A to the original
STA request, which includes technical information that demonstrates that the operation of the earth
station will be compatible with its electromagnetic environment and will not cause harmful interference
into any lawfully operating terrestrial facility.

The Intelsat 903 TT&C operations will continue to be consistent with Intelsat’s coordination agreements
for the nominal 31.5° W.L. orbital location. In the unlikely event that harmful interference occurs,
Intelsat will take all necessary steps to eliminate the interference.

Grant of this STA further extension request will allow Intelsat to safely station-keep the satellite at the
31.5° W.L. orbital location and thereby promotes the public interest.
