Special Temporary Authority (STA)

RBC Signals, LLC ("RBC Signals") is granted STA for 60 days beginning January 10, 2018 to
operate a fixed earth station located at 70° 12‘ 45.0" N/148° 24©29.0" W in Deadhorse, Alaska
with the Arkyd 6A and Arkyd 6B non—geostationary satellites to provide tracking, telemetry and
command (TT&C) functions in the 449.93—450.07 MHz and 450.20—450.25 MHz (Earth—to—
space) and 401.43—401.57 MHz (space—to—Earth) frequency bands under the following
conditions:
    1. Operations may not exceed the operational power levels and parameters requested and
       coordinated.

       Operations shall be on an unprotected, non—interference basis with respect to other
       authorized stations, including federal stations.

       Any future requests or extensions will need to the FCC to be coordinated with NTIA.
       RBC Signals will inform NTIA (bmitchell@ntia.doc.gov or by phone 202—482—4487) and
       the FCC (Paul.Blais@fec.gov or by phone 202—418—7274) at least 24 hours prior to the
       planned operations or if delayed beyond the requested beginning date 01/10/2018.

       RBC Signals must provide any contact, orbital and schedule updates to AF at
       AFSPC.A6CE.SMO@us.af.mil. This will provide AFSPC situational awareness. In
       addition, NTIA (bmitchell@ntia.doc.gov or by phone 202—482—4487) and the FCC
       (Paul.Blais@fee.gov or by phone 202—418—7274) must also relay any changes to AF at
       AEFSPC.AGCE.SMO@us.af.mil should they receive from RBC Signals, LLC.

       RBC Signals shall be aware that future non—federal launch and early orbit operations will
       be considered on a case—by—case basis especially for requests in the band 401.43—450.25
       MHz, and RBC Signals shall have no expectations that future operations will be
       approved.

       All transmissions in the band 449.93—450.07 MHz and 450.20—450.25 must comply with
       national and international power flux—density limits.

       Operations, shall not cause harmful interference to, and shall not claim protection from
       interference caused to it by any other lawfully operating station and it shall cease
       transmission(s) immediately upon notice of such interference and notify the FCC in
       writing.

       Any action taken or expense incurred as a result of operations pursuant to this STA is
       solely at RBC Signals‘ risk.

       24/7 point of contact for STA operations must be available while frequencies are in use.


    10. Grant of this authorization is without prejudice to any determination that the commission
        may make regarding pending or future RBC Signals applications.


    11. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with
        the FCC—specified safety guidelines for human exposure to radiofrequency radiation in
       the region between the antenna feed and the reflector. Appropriate measures must also be
       taken to restrict access to other regions in which the earth station‘s power flux density
       levels exeeed the specified guidelines. The licensee shall take all necessary measures to
       ensure that the antenna does not create potential exposure of humansto radiofrequency
       radiation in excess of the FCC exposure limits defined in 47 CFR 1.1307(b) and 1.1310
       wherever such exposures might occur. Measures must be taken to ensure compliance
       with limits for both occupational/controlled exposure and for general population/
       uncontrolled exposure, as defined in these rule sections. The FCC‘s OET Bulletin 65
       (available on—line at www.fee.gov/oet/rfsafety) provides information on predicting
       exposure levels and on methods for ensuring compliance, including the use of warning
       and alerting signs and protective equipment for workers.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective immediately.
