EchoStar Operating L.L.C. is granted special temporary authority (STA) for 30fiays beginning December
14, 2017, to operate its Summerset, SD earth station with the EchoStar 18 satellite (S2931) at the 109.9°
W.L. orbital location to provide telemetry, tracking, and control ("TT&C") and feeder link
communications during EchoStar 18‘s temporary relocation and operations at 109.9° W.L. orbital
location. Feederlink operations are authorized in the 12.2—12.7 GHz (space—to—Earth) and 17.3—17.8 GHz
(Earth—to—space) frequency bands. Telemetry, tracking, and command (TT&C) are authorized on the
following center frequencies: 17.7935 GHz, 17.303 GHz, and 17.790—17.800 GHz (Earth—to—space); 12.203
GHz, 12.204 GHz, 12.6965 GHz, 12.6975 GHz, 12.685—12.700 GHz (space—to—Earth). All operations are
subject to the following conditions:

1. All operations under this grant of STA shall be on an unprotected and noninterference basis. DISH
must not cause harmful interference to, and must not claim protection from interference caused to it
by, any other lawfully operating stations.

2. All operators of satellites will be provided with an emergency phone number where the licensee can
be reached in the event that harmful interference occurs; Currently the 24x7 contact information for

3. In the event of any harmful interference as a result of operations under this grant of STA, DISH shall
cease operations immediately upon notification of such interference and shall immediately inform the
Commission, in writing, of such an event.


4. The operations of EchoStar 18 (S2931) and associated earth stations must comport with the
applicable uplink and downlink limits in 47 CFR §25.140(a)(3) of the Commission‘s rules, unless DISH
coordinates any non—conforming operations with the operations of U.S.—licensed geostationary orbit
space stations within 6 degrees of the 109.9° W.L. orbital location. DISH must also comport with the
maximum power limits indicated in existing or future coordination agreements at 109.9° W.L. Non—
conforming operations must also be coordinated with respect to those operations of non—U.S.—licensed
space stations within 6 degrees of 109.9° W.L. involving approved communications with U.S.—licensed
earth stations.


5. Any action taken or expense incurred as a result of operations pursuant to this STA is solely DISH‘s.

6. Grant of this authorization is without prejudice to any determination that the Commission may make
regarding pending or future applications.

7. All operations must be within the relevant requested operational parameters in IBFS File No. SAT—STA—
20171208—00169.

This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective upon release.

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY


        Pursuant to Section 25.120(b)(4) of the Commission‘s rules,‘ DISH Operating LL.C.

("DISH"), EchoStar Broadcasting Holding Corporation, and EchoStar Operating LL.C.

(collectively, the "Applicants") request 30—day special temporary authority ("STA") to: (i) move

and operate the EchoStar 18 satellite (Call Sign $2931) at 109.9° W.L. to provide emergency

backup capacity for the EchoStar 10 satellite (Call Sign $2694); and (ii) operate certain earth

stations in Blackhawk, South Dakota (Call Sign EO20248), Cheyenne, Wyoming (Call Signs

E080120, E980005, E980047 and E98008 1), Gilbert, Arizona (Call Signs E060003, EO70014,

£E070015, and EO10242), and Summerset, South Dakota (Call Sign E150098) for telemetry,

tracking, and control ("TT&C") and feeder link communications during EchoStar 18‘s temporary

relocation and operations at 109.9° W.L.

        Specifically, EchoStar 18 and the associated earth stations will operate on the following

frequencies for TT&C (during temporary relocation and operations at 109.9° W.L.) and feeder

link communications (during temporary operations at 109.9° W.L.):

         The requested STA operations will allow DISH to minimize any service disruptions

resulting from an unexpected power stability issue with EchoStar 10. Launched in February

2006, EchoStar 10 has operated at 110.2° W.L. to provide DISH subscribers with additional and

improved programming and services, including local—into—local services and High Definition

progr:’amming.2 EchoStar 10 has suffered an unexpected power stability issue. Accordingly, the

Applicants have determined that EchoStar 18 should be made available for use at 109.9° W.L. to

provide emergency backup capacity while efforts are underway —to restore EchoStar 10 to normal

operations. EchoStar 18 initially was licensed to operate at 109.9° W.L. as an in—orbit spare for

EchoStar 10," but currently is licensed as an in—orbit spare at 61.35° W.L.*

         Grant of the requested STA will serve the public interest by allowing EchoStar 18, an in—

orbit spare, to be put to more productive use and by ensuring continuity of satellite television

services for the benefit of U.S. consumers. The requested STA grant also is consistent with the

Commission‘s prior authorization of EchoStar 18 as an in—orbit spare at 109.9° W.L.
