Special Temporary Authority (STA)

Universal Space Network, Inc. (“USN”) is granted special temporary authority beginning February 9,
2018 through March 14, 2018 to operate its13 meter fixed earth station in North Pole, Alaska with the
Cryosar‐2 NGSO satellite on the following center frequencies: 2026.75 MHz (Earth‐to‐space) and 2201.0
MHz (space‐to‐Earth) under the following conditions.

1. Operations are limited to a ranging and calibration campaign using the ESA Cryosat−2 spacecra ,
(NGSO satellite), using the following center frequencies: 2026.75 MHz (Earth‐to space) and 2201 MHz
(space‐to‐Earth) to validate the USN North Pole ground station which will support the upcoming
Sentinels 3B LEOP support in April 2018. The calibration campaign test consists of a maximum of 12
passes of the Cryosat−2 spacecra

2. Operations shall be on an unprotected, non‐interference basis with respect to other authorized
stations, including federal stations.

3. This is not a grant of market access to the Cryosta‐2 system.

4. Any future requests or extensions will need to submit applications to the FCC to be re‐coordinated
with NTIA.

5. USN shall be aware that future non‐federal launch and early orbit operations will be considered on a
case‐by‐case basis, especially for requests in the band 2200‐2290 MHz, and Universal Space network
shall have no expectations that future operations will be approved.

6. hAll transmissions in the band 2200‐2290 MHz must comply with national and international power
flux‐density limits.

7. The USN Network Management Center must answer the Stop Buzzer telephone number, (215) 394‐
0155, 24 x 7 during the period these frequencies are in use. USN shall stop operating upon report of
interference. USN shall immediately report any indents via email to FCCOPS@fcc.gov and copy
paul.blais@fcc.gov .

7bis. Universal Space Network, Inc. should coordinate with the Naval Surface Warfare Center,
Dahlgren Division (NSWCDD), Mr. James Moneyhon, (540)653-3477, or
james.moneyhon@navy.mil, prior to any operations, to mitigate harmful interference to Navy
and Marine Corps operations. The station operator must also comply with any and all restrictions
that may be levied by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD).

8. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Universal Space Network, Inc.'s risk.


This grant is issued pursuant to Section 0.261 of the Commission's rules on delegated authority, 47
C.F.R. § 0.261, and is effective upon release.
