Special Temporary Authority

Universal Space Network, Inc. is granted a special temporary authority, under the
following conditions, for 27 days, beginning on January 18, 2018, to operate its earth
station at 19.0°, 00°, 50.3"N/ 155°, 39.0° 46.6" W, located in Naalehu, Hawaii, to support
post— launch and early orbit phase (LEOP) orbit raising maneuver operations of the
Galileo (GSAT215, GSAT216, GSAT217 and GSAT218) NGSO satellites as they
proceed to medium earth orbit on the following center frequencies: 2046.051 MHz,
2051.703 MHz, 2057.355 MHz and 2040.399 MHz (Earth—to—space), and 2215.818 MHz,
2221.956 MHz, 2228.094 MHz and 2234.232 MHz (space—to—Earth). The Galileo
satellites is licensed by European Space Agency (ESA).

1. Universal Space Network, Inc. must coordinate with the Naval Surface Warfare
Center, Dahigren Division (NSWCDD), Mr. James Moneyhon, (540)653—3477, or
james.moneyhon@navy.mil, a minimum of 14—days prior to any operations in the region
centered at 22N, 160W, with a radius of 1500 nautical miles (nm), to mitigate harmful
interference to Navy/Marine Corps/DoD operations. USN/Galileo—9 must also comply
with any and all restrictions that may be levied by the Naval Surface Warfare Center,
Dahigren Division (NSWCDD).

2. All operations on frequencies 2215.818 MHz, 2221.956 MHz, 2228.094 MHz, and
2234.232 MHz shall be on an unprotected, non—interference basis to Air Force operations.
In the event of any harmful interference, cease operations and inform the Commission, in
writing, immediately.

3. This special temporary authority can only be used to provide launch and early orbit
phase ("LEOP‘") services for the GALILEO (GSAT215, GSAT216, GSAT217 and
GSAT218) spacecraft from launch to medium earth orbit, not commercial service to the
United States.

4. Operations shall be on an unprotected, non—interference basis with respect to other
authorized stations, including federal stations.

5. This is not a grant of market access to the Galileo system.

6. Any future requests or extensions will need to submit applications to the FCC to be re—
coordinated with NTIA.

7. Universal Space Network (USN) will inform NTIA (bmitchell@ntia.doc.gov, 202—482—
4487) and the FCC (Paul.Blais@fee.gov, 202—418—7274) at least 24 hours prior to the
planned operations or if delayed beyond the requested beginning date of 24 May 2016

8. The USN control contact number, (808) 929—8069, must be available while frequencies
2215.818 MHz, 2221.956 MHz, 2228.094 MHz, and 2234.232 MHz are being used.

9. Universal Space Network shall be aware that future non—federal launch and earlyorbit
operations will be considered on a case—by—case basis, especially for requestsin the band
2200—2290 MHz, and Universal Space network shall have no expectations that future
operations will be approved.

10. All transmissions in the band 2200—2290 MHz must comply with national and
international power flux—densitylimits.

11. Anyactiontaken or expense incurred as a result of operations pursuantto this STA is
solely at Universal Space Network, Inc.‘s risk.

12. This grant is issued pursuantto Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective upon release.

    Universal Space Networks, Hawaii earth station will be used to support the post—LEOP orbit
     raising of the Galileo flight #9 consisting of 4 spacecraft in the operational
     constellation. The USN Hawaii ground station will be used for a period of 27 days to
     support the final orbit raising, health and welfare of the spacecraft‘s.
