File No.: SES—STA—20171026—01216 Call Sign: E170139 Special Temporary Authority SES Americom, Inc. is granted a special temporaryauthority for 30 days, beginning November 19, 2017, to operate a 9.0 meter earthstation antenna (E170139) located at 34° 19‘ 32.3° N / 118° 59" 43.20‘ W in Somis, California, to perform in—orbit testing ("IOT") of the satellite‘s Ku— band payload, and to provide telemetry, tracking and command (TT&C) services for the SES—15 satellite ($2951) while it is located at 137° W.L. and during the satellite‘s drift to its final orbital location, 129.15° W.L. The following frequency bands will be use to preform testing ofthe SES—15 Ku—band payload: 14000—14500 MHz (Earth—to—space) and 10700—12200 MHz (space—to—Earth) and to provide TT&C while SES—15 satellite is located at 137° W.L. as it drifts to 129.15° W.L. will use the following frequencies: 10700.50 MHz and 12199.50 MHz (space—to—Earth) and 13999 MHz, 14001 MHz and 14499 MHz (Earth—to—space), under the following conditions: 1. The maximum EIRP shall not exceed 85 dBWper NTIA manual US 356 for the uplink frequency: 13999 MHz within the coordinated emission and powerlimits. 2. All operations under this grant of special temporaryauthorityshall be on an unprotected and non—harmful interference basis. In the event of any harmfulinterference under this grant ofspecial temporaryauthority, SES Americom, Inc., E170139, must cease operations immediately upon notification of such interference, and must inform the Commission, in writing, immediately of suchan event. 6. SES Americom, Inc. requests special temporary authority (STA) to operate antenna E170139 to test the Ku—band payload on SES—15 (call sign $2951) and provide TT&C during in—orbit testing of the satellite at 137 W.L. and during drift to 129.15 W.L. SES requests authority for 30 days beginning on November 19, 2017. See attached narrative. 13.
